A Guide to Seeing the City Whole
A moral argument, practical manual, and call to action for civic leaders and public servants to reclaim comprehensive, artist-like city planning.
The book
The Institute for Civic Service (ICS) was founded on a conviction as old as the Republic itself: that public service is not mere bureaucratic maintenance, but a demanding, creative craft. The crises fracturing our shared civic life (the working families displaced by speculative housing, the transit riders stranded in daily exhaustion, the loneliness that shadows our public parks) are not tame mechanical puzzles waiting for another regulatory checklist. They are wicked systems, where an isolated decision in one department ripples through the lives and dignity of entire neighborhoods.
The Lost Art of the Plan is both an indictment of our administrative retreat and an invitation to renewal. It asks public servants across every agency to set down the clipboard of the clerk, take up the tools of the civic artist, and join us in the quiet, magnificent labor of seeing the city whole.

Part 4 · The Way Forward
The book’s proposal, in its own words. The Preface calls the Artist’s Method “an operational discipline built upon four enduring pillars”:
“the discipline of witness, which leaves behind the aerial abstraction of the spreadsheet to listen with reverence to the lived reality of the street”
Preface, The Lost Art of the Plan
“the art of moral synthesis, which sees across bureaucratic silos to weave housing, transit, and public health into a singular civic tapestry”
Preface, The Lost Art of the Plan
“the courage to test, which de-risks the civic imagination by trying small, humble experiments on the pavement before pouring irreversible concrete”
Preface, The Lost Art of the Plan
“the discipline of critique, which confronts broken historical promises and ends the amnesiac cycle of municipal erasure”
